ROCHESTER, NY - A Black man is in Monroe County Jail for allegedly shooting a White taxi driver to death during a 22 April carjacking.
According to Rochester PD Chief David Smith, David Porter was “taken into custody” on 24 April for the 22 April shooting of David Treese III, a White taxi driver that worked in Rochester.

When asked by a reporter to confront seasonal crime trends that may indicate a likely path to 2023 levels of homicide, Mayor Malik Evans indicated that analyzing crime statistics, especially for homicides in a general way was not the strategy of his office:
“You know what matters more than a number to me, David Treese
Jr.[III], Julius Greer who was the first homicide on my first day in office, so of course I’m concerned about the numbers, but I’m more concerned about the lives that are lost.”
Mayor Evans was certain to emphasize the importance of community involvement in solving homicides.
“I believe we will continue to see a reduction in homicide as we have seen over the last two years as long as we stick with our strategy and as long as the community continues to do the great things they are doing in terms of cooperating.”
The non-White community’s lack of involvement with American police has been a constant obstacle to solving homicides. According to a 2020 poll ran by the NPR a neoliberal news outlet, 18% of all Americans feel their race doesn’t affect their interactions with police.
Blacks, however held a racial distrust of police at a rate of 65%.
In 2022, Blacks accounted for 46% of homicide arrests by the RPD. Census data estimates Blacks only comprise 37.9% of Rochester’s total population.
Possible Effects
Outside the city, but within Monroe County, a White woman with mixed race children was shot to death at a private party hosted at Trio, a restaurant in Henrietta.
One the last videos on her Facebook page depicted Taylor dancing with a Black man.
Despite police releasing a gallery of images depicting likely witnesses, almost all non-White, no fruitful leads have been produced.
Rochester is also the same city where two Black teens immolated a White mentally disabled man. Steven Amenhauser survived the initial attack but died several days later.
No hate crime charges were filed.
His deceased wife is buried in Texas while he is buried in a pauper’s plot in Rochester.
More recently, a White woman was allegedly shot by a former employee who was Black. The accused had previously changed his name from Ernest Dunham to Malik Black while in prison.
The killing came in the wake of a very negative Google review from an alleged employee using the moniker, “King G.” Both ‘King’ and ‘G’ are connected to African American Vernacular English (Ebonics).
Data
According to the RPD open data portal, Rochester police are likely to close homicides like Treese’s around 65-70% of the time. The Monroe County District Attorney’s office records a guilty verdict or plea around 94.3% of the time (Measures for Justice) leaving approximately 60 convictions per 100 intentional killings in the city.
