High speed pursuit that killed elderly White man is a Black on White incident
2/3 suspects, Theophilus Parks and Trevan Simmons are both 19-years-old and made bail. Both are Black. Theophilus is the older brother of Theodice (under 18 y/o, race unlisted, still in custody).
ROCHESTER, NY - At least two of three suspects involved in a 22 August high-speed pursuit that killed a White man from Brighton are Black. The third, a minor who remains in the hospital, is the brother of one of the men and likely the same race.
Per Rochester Police policy from 2019, mugshots of the suspects remain unreleased to the public.
According to the Rochester Police Locust Club, the Rochester PD were involved in an "incident from August 22, 2024 in which shots were fired and a vehicle pursuit ended with a fatal crash at the corner of East Avenue and Elmwood Avenue that sadly killed 92-year-old Thomas Chase."
Police allege that 17-year-old Theodice Parks drove a 2019 stolen Kia with "a depraved indifference to human life...thereby causing the death of Thomas Chase."
According to Spectrum News 1, Thomas Chase [White male] was a graduate of the Eastman School of Music in Rochester and a Brighton resident. Chase played piano voluntarily in a senior citizen home for approximately 30 years before his untimely death.
For the alleged killing of Chase and driving directly at a police officer, Parks was charged with "murder in the second degree" and "reckless endangerment in the 1st degree."
Background
During his 23 August press conference, Rochester Police Chief David Smith offered shocking details into just how dangerous the 'Kia boys' joyriding issue has become.
Chief Smith, whose glassy eyes showed signs of a recent cry, stated that an "officer safety email" on car theft had been circulated recently. In this alleged email, details are given of a different incident in which a helmeted driver joined a police pursuit of a stolen Kia, driving a stolen Kia of his own. The Chief explained the driver in the helmet was "trying to interfere with the police cars and run them off the road."
Parks' two passengers at the time of the crash were Theophilus Parks and Trevan Simmons. Vinelink has listed both Theophilus Parks and Simmons as Black men who are 19 years old.
Theophilus Parks is the older brother of Theodice, the driver, and was charged with "criminal possession of stolen property in the 3rd degree." After being hospitalized, then jailed for four days, the Black teen was released on bail this evening.
Trevan Simmons was charged with "criminal possession of a weapon in the 2nd degree for his possession of the 'ghost' gun." Simmons too was hospitalized, jailed and released on bail. Simmons book and bail timestamps are less than 24 hours apart.
Such personalities as conservative Bob Lonsberry and John Fiorica of the Crime Dawgs podcast have suggested this is a Democrat vs. Republican issue and that voting may make a difference.
America's most recent crime wave, while possibly diminishing, appears to be a continuation of pro-crime policy which began under former President Donald Trump and continues under President Joe Biden. Some consider this to be strong evidence that both parties agree that crime does not threaten their domestic goals and that the 'criminal justice reform' debate is akin to a staged event.
The suspects' cases will be handled by Sandra Doorley's District Attorney's office. In 2023, the Republican Doorley committed to a 430% increase in judicial diversions by 2025. These incarceration alternatives for charges like motor vehicle theft are a favored policy of Jewish neoliberal revolutionary, Amy Bach. Despite this claim of neutrality, the organization's leaders can often be seen discussing policy with public officials.
According to Spectrum News 1, a grand jury may indict the three 'teens' on more charges in the future.
